Language Access

As part of the Town’s commitment to engage with all members of the public, it is working to reduce the communication gap for residents who speak a language other than English through the Town of Carrboro Language Access Plan (LAP), adopted by the Carrboro Town Council on April 9, 2024. The Town aims to better serve the community and advance language access efforts that make the Town a more welcoming and inclusive place for all.

In 2023-2024, the Town of Carrboro worked with the Building Integrated Communities Program (BIC) at the Institute for the Study of the Americas at UNC-Chapel Hill and with local residents and community-based organizations, including the Refugee Community Partnership (RCP), to identify strategies and policies for its Language Access Plan.  

About 15.6% of Carrboro residents speak a language other than English. Speakers of non-English languages demonstrate various levels of English language proficiency. In total, around 6.5% of Carrboro residents speak English less than “very well."  

Given that Spanish, Chinese, Korean, Karen, Burmese, and Arabic are the languages that are most spoken and have higher proportions of individuals who report speaking English less than “very well”, these are the languages identified as Carrboro's community languages with Spanish being the most spoken of our community languages.

Requesting an Interpreter or Interpretation Equipment

At several of our public-facing Town facilities including Town Hall and the Carrboro Century Center, you will now see signs to let visitors know that free interpretation services are available—all you need to do is ask a staff member!

  1. When on the Phone with Staff
  2. Interpretation Equipment

All Town Staff have access to a language line to access an interpreter over the phone. When on the phone with staff, inform them of the language you speak and that an interpreter is needed.

Submit a Complaint

Any resident who wishes to file a formal complaint with the Town that alleges discrimination on the basis of limited English Proficient (LEP) status or noncompliance with the Town's Language Access Plan should submit a Language Access Formal Complaint Form.
